Why D&D invoice timing still matters in 2026

The FMC states that the D.C. Circuit set aside only 46 C.F.R. § 541.4 in 2025. The rest of Part 541 remains in effect, including accurate and sufficient invoice information and the 30-day issuance deadline. Eligibility still depends on the actual invoice, dates, parties and supporting evidence.
